The "Outstanding Leadership and Vision" Award was presented with the unanimous consent of the Board of County Commissioners on November 13, 2007 by Commission District Three representative Helen Voltz.

Here is the text of the award as presented by Commissioner Voltz:

Brevard County is blessed with many good directors leading a variety of departments from roads to transportation engineering to social services. Each has their own unique role in the scope of the daily operation of Brevard County government. One is no more important than the other, yet some are noticed more than others. Most directors are located at the Government Center in Viera with a staff of many individuals who work together to fulfill the departmental mission.

There is one director however, who is uniquely positioned in the role of leadership. This individual is charged with the operation of an Enterprise fund that requires the energy and vision of an entrepreneur. The operation itself requires hands-on technical expertise and the willingness to assist with many daily tasks from answering the phone to mowing the grass. Yet for planning and implementation of a fiscally sound operation, this leader must also possess the sound business judgment of a Chief Executive Officer. In other words, this leader must be resourceful, capable, and competent while dealing with a myriad of personalities and individuals.

Steve Borowski, General Manager of Valkaria Airport is the Director that I would like to recognize today. Throughout the past two years he has demonstrated great determination in the face of much adversity. While facing the divisive issue of an updated Master Plan for Valkaria Airport, which had been avoided for many years, this leader was able to assist the Brevard County Board of County Commissioners in developing the "political will" to do the right thing. His persistence in the face of adversity should be an example to us all. His demonstration of leadership and vision are commendable.

The end result of his commitment is an updated Master Plan for Valkaria Airport that will provide safety solutions for both the tenants and the neighbors. This recognition is a demonstration of support for a Brevard County staffer who has remained loyal, determined and professional amidst unfounded personal attacks that would have caused some people to walk away from the challenge. Stephen Borowski, Director of Valkaria Airport did the right thing. And today we are all better as a result of his hard work and efforts.
